The United Kingdom is not prepared for a scenario in which trade talks with the EU fail, Members of the European Parliament said in a report released on 19 December.

Describing limitations in Britain’s “overall readiness,” the report from the House of Commons’ Brexit select committee said it is “critical” that the government has “robust contingency plans in place to deal with any disruption” when the transition period ends on 31 December.

“With just seven working days until the end of the transition period, significant concerns remain. The government still cannot provide businesses, traders and citizens with certainty about what will happen in all the areas affected by the negotiations,” said the Member of the European Parliament Hilary Benn from the opposition Labour party, who chairs the committee.

After talks on a future relationship remained stuck over fisheries, UK Prime Minister Boris Johnson called on the EU to “see sense and come to the table with something themselves.”

“We don’t want a deal at all cost, that would be a mistake,” French Junior Minister for European Affairs Clément Beaune told French radio on 19 December, when asked about the time pressure to reach a deal. “What’s at stake are whole ranges of the economy such as fisheries and the conditions of competition in the long run for our businesses.”

On 18 December, members of the European Parliament backed Brexit contingency plans to ensure “basic” road and air connectivity if there is no deal. The UK select committee report recommends that the government ensures they can be “enacted, if required, by reciprocating in full.”

Members of the European Parliament also warned that infrastructure must be put in place swiftly to ensure goods arriving from the EU can be effectively controlled over the first six months of next year, citing particular concern about a potential shortage of customs officials.
